Is it possible to tether to an Android device even if Android Chrome is not supported, or is it not just an option?
Unfortunately, pdportal is limited to browsers with support for Web Serial. AFAIK no mobile browsers currently support it.
It may be possible with a polyfill: https://github.com/google/web-serial-polyfill
